Evaluer l’impact des actions du projet

D.1 – Monitoring the impact on the successful reproduction of colonial charadriiformes

The impacts of these conservation measures will be evident in the increase in successful reproduction rates of each species of colonial charadriiforme: (1) At each colony that has been subject to one of these actions, it is possible to evaluate the effect of these actions on a colony scale. (2) measured across all of the colonies, it is possible to evaluate the results on a population scale.

Breeding population census: the number of breeding couples is established directly via the number of nests within a colony. Census bias is minimal when the count is carried out on foot. A strong understanding of how to identify the eggs from each species is essential.
Failing which, a count from a distance can be made of the birds when incubating their eggs (either from the ground or by aerial photography). Surveying by foot is an intrusive, but precise method. It requires certain precautions in order to limit disturbance to the birds. A survey should only take place when at least 25% of birds are incubating and when it will interrupt only the first hatchings. Each colony has its own identification and has its position geo-referenced.
The lack of synchronisation between different colonies and different species along with variations from year to year between egg laying dates means a weekly monitoring of the colonies is necessary. This is the only way to afterwards determine peak laying times of each species and to estimate the number of breeding couples present during this peak, while avoiding double counts (biased by the number of couples that are counted for a first time and are then, after a failed attempt at reproducing, are subsequently recounted for a second time on another colony). Adjustments must be made for this bias, especially for those species that have a high tendency of abandoning their nests and rebuilding their nests elsewhere.

Estimation of successful breeding rates: Colony census is achieved by an estimation of successful breeding rates. On each colony, chicks close to fledging are recounted between two and three weeks after the peak hatching period, depending on the species. The chick counting method needs some initial consideration in order to reduce any bias. Colonies can be approached with the aid of a floating or portable hide, keeping disturbance to a minimum. The hottest part of the day should be avoided when the chicks are sheltering from the heat in the vegetation. The chicks are counted and classed according to their age. Only the chicks of the same age correspond to the number of breeding couples present at the peak hatching period. The estimator is expressed by the number of fledging chicks per breeding couple.
The survey will be carried out for the duration of the breeding season, between May and July, from 2014 to 2018. The census of the number of breeding couples takes place from May to June. The estimated rates for successful reproduction are made just before the chicks fledge, at the beginning of June for the most advanced colonies (Black-headed Gull, Pied Avocet) until the end of July for the later species, such as the little tern.
The whole of the French Mediterranean coastline will be monitored, as well as all of the other Life+ ENVOLL sites, on which the efficiency of the various conservation measures that have been put into place will be evaluated. In addition to the project sites, the wetland zones will also be monitored in order to evaluate the impact of these actions on each species on a population scale. The comparison between the number of breeding couples and successful breeding rates across sites that have been subject to modification against those sites that haven’t been modified will give the most significant indication of any success of our actions.
The coastline will be split up into geographical sections and the various associated beneficiaries will be responsible for their coverage: The AMV will take charge of the Plan du Bourg, between the main branch of the Rhone and Fos-sur-Mer, as well as those sites in Corsica that aren’t covered by the CG2B; the Tour du Valat will cover the Grand Camargue, the land between the two forks of the Rhone; the CEN L-R will cover the Hérault department; the CG2B will cover the land that it manages, i.e. Biguglia and Urbino; Thau Agglo, accompanied by the CEN L-R, will cover the land that it manages, as will the PNRNM who will be accompanied by a land consultant. The large area of the terrain means that its full coverage will only be guaranteed through the services of the ornithological associations that are implicated in the task of surveying and monitoring. Investment needed varies in function of the size of terrain covered by each structure. It is however impossible to precisely estimate successful reproduction rates across all of the colonies. Those with limited access, that have been counted from a distance via aerial photography for example, or that the density of the vegetation impeded the detection of any chicks, are examples of where the count could have been compromised.

Counting the Yellow-legged Gull: The domineering attitude that this species exercises on the nesting islands means that it is a high source of disturbance for the nesting native charadriiforme species. In order to measure the impacts of this disturbance,Yellow-legged gull colonies will be surveyed in two stages, in 2015 and 2018. In contrast to the other species, this species is loyal to its nesting site. Therefore, the survey will involve a nest count, carried out on foot, during a single visit to each colony. The best time to carry out the survey is at the point of hatch: the largest colonies, and the first to hatch, will be counted at the beginning of April, while the count of the smaller colonies will take place during the second half of April. The geographical area covered will be identical to that of the native charadriiformes: concentrated on the lagoon areas and excluding the rocky coastline. The organisations in charge of surveying this species will be the same as those surveying the colonial charadriiformes.

Data validation: data collected throughout the survey will be sent to the association Les Amis des Marais du Vigueirat who will validate it before transferring it to the database.
Database management: the survey data will be integrated into the database. The data will be exported into the regional SINP systems (Systèmes d’Information sur la Nature et les Paysages). Database management will be regionalised: the CEN L-R will take charge of the Languedoc-Roussillon region and the AMV for the PACA and Corsica regions. The structure of the charadriiforme database developed in Languedoc-Roussillon will be made available to the AMV with the aim of creating better cohesion between the two sets of data.

Survey coordination: The success of the census depends entirely on the tight coordination that was developed during action E1.

Expected outcomes:
Breeding colonial charadriiforme couples and the rates of their successful reproduction will be monitored during the whole duration of the project across the whole of the French Mediterranean coastline.
- The number of breeding couples for each species, their average successful reproduction rates, according to each year and each action.
- The number of breeding couples for each species, their average successful reproduction rates, according to each year for all of the sites that were NOT the subject of any action.
- The number of breeding couples for each species, their average successful reproduction rates, according to each year on each of the important geographical sites (Life+ ENVOLL sites, Natura 2000 sites, by department/county, by region, on the Mediterranean coastline).
